I want to throw this out and get a little feed back from some fellow shooters.
I'm building a new dedicasted 1000 yard prone rifle to be used in NRA long range events, right now I'll leave out the iron sights and plan on using a scope for now. But the muzzle will be turned to accomidate a front laddle sight.

Stock- I want to use a Ross Precision
Action- Stiller Viper SS Right bolt/port w/ 20moa picitiny rail
Barrel- Krieger SS 1 in 8 twist chambered for the 7mm-08 26 inches
Scope- you all are going to laugh, but I want to use a SWFA 20x super sniper. I'm using their 10x now but 10 is a bit light for 1k
Ammo- Norma brass, Hornady 162 A-max, H4350, and CCI lrg rifle BR

All looks good. As you said, need better scope. Very few people shoot 7-08, I know of 1, but it should do OK. I shoot modified 7mm in 300 Norma WSM, I just doing OK this year.
 
The minimum bullet that you'll want to use in a 7mm for 1000yd. competition is a 162gr. You'll get much better results going to a 175 SMK or 180 Berger.

I doubt that the 7-08 has enough powder capacity to drive one of these bullets to the 2900-3000 fps MV,at reasonably safe pressures) that you'll need to be really competitive, especially if you limit yourself to a 26" barrel. Also, when you go to iron sights you'll be handicapping yourself with that 26" barrel length due to the limited sight radius. 30" would be much better, even 32" with irons. At least a 28" barrel length for scope use.

I'd consider a .284 Win., a 7WSM or 7-30WSM, or maybe even a .280 AI if that new Nosler brass in that cartridge is any good to get the velocities that are needed for a 7mm at 1000yds.

All the above is just my opinion based on competing at 1000yds with a 6.5-284 for a couple of seasons. Someone who is having good results competing at this distance with a 7-08 might chime in with an opposing viewpoint.
 
I'm not sure I'd use a Ross Precision stock. First, I'm not sure it will work with a Viper action as it's designed for the Gilkes-Ross action and Anschutz trigger and Mike is discontinuing that stock. I'd look at another stock such as Master Class or McGee. If you want to stay with a 7mm I'd look at the .284 Win. with the 8 twist barrel. It has a bit more oomph that the 7-08 and is no harder to find components for or to load for. Are you intending to shoot in F-class or prone? Might be easier and a bit less expensive to begin in F-class with the scope because you need a little less equipment, especially the iron sights. I have a Super Sniper that I've used for long range prone and find the clicks to be pretty accurate, but the optics leave something to be desired although they do work good enough. It's a good starting point.
 
I own a SS 10x and a SS 20X dont waste your time with the 20X, better scopes out there, heck the 10x is a better choice
 
Several thought on a 1K prone rifle.

First- 30" bbls are the norm for velocity and sight radius,irons). You need all the velocity you can get and bbl length is free velociy. It also allows setting the bbl back if desired.

Second - 7mm as stated is a good bore size but you need the 175 to 180 gr bullets. Velocity should be up around 2800-2850 fps and that means case capacity. It also means recoil. So a heavier rifle might be in order to help reduce the fatigue from shooting all day behind it.

Unless you are stuck on 7mm, consider what the majority of match winners are shooting and follow their lead. 6.5 and 6mm are good bore sizes and certainly have rewarded their shooters with wins.

If bbl life is an issue, just go with 308 and have many thousands of rounds to learn the game. Once you have a feel for LR shooting, you can install a bbl with any 308 based cartridge.

It will take a years worth of shooting to understand what is involved at shooting the longer ranges. Belly up to some good LR shooters and pick their brains on calibers and equipment. Learn from their mistakes. Try to only purchase your equipment once.

Think about purchasing a complete, proven rifle. It is cheaper in the long run and you will actually spend less money as the items you need will already be on the rifle.
