What are these holes for?

Just bought a Jarrett rifle built on a 700 action. It has 2 holes drilled on the back on the action on either side of the rear base. Look like they're about 4-40 thread size. Only 1 has a screw in it. What are they for?

Maybe fastening a fixture to install the action on a lathe?
I've seen fixtures that replace the bolt, so the machining is done true to the centerline of the action, not the outside.

But that's just a guess.
