Ball powder will give you a different reading on weight. on how it is filled. First fill one with powder. Remove the powder and check it again. The same case will hold different weights . From what I can understand, it seems like you are referring to more of a method that will achieve accurate and consistent results rather than the powder type or other substance. The OP was using ball powder, What are you putting in the case to measuure the internal volume consistency?
I'm sure I'm misunderstanding something here.
