Weatherby barrel rifling starts uneven from leade

Helping a friend get a load ready for a hunt but unsuccessful getting good accuracy, frequent unexplained fliers (2-4 inches out of groups at 100yd). Looked with bore scope and found the rifling did not start at the same place. It is a 6 groove barrel and 2 consecutive grooves start approximately 1/8 inch before the other 4. No other problems apparent with the bore.
Would this be a factory defect? What are his options?

Sure sounds like a factory chambering defect...
A call to the factory is in order....
If they don't help, it will need to be set back at least the amount it's off.........
