WC 860 military powder

I am wondering what the burn rate is for this powder and what it would be good to be used in? WC 860

Burn Rate in the neighborhood of RL25,AA8700,H1000.

the reason I asked is because I have a friend with a 7mm ultra mag that is trying to use this powder and not having much luck with it. thanks, Ron Tilley
