VV N133 Overflows Case in 6ppc

Just bought a new jug of VV 133 to load for 6 PPC. I was told to try 29.0 gr. with Bart's 68 gr Ultras. My problem is 29 grains overflows my cases. I am using a Harrells measurer with a 4 inch drop tube. How do folks get 29 or 30 grains in the 6ppc case ?
 
After you threw the charge ,did you weigh it on a good repeatable scale to double check>
 
Once you are sure that it is really 29 gr, try filling the case with a 6" tubed funnel at a dead slow trickle.
 
I measured it on a Pact electronic scale that I calibrated .I assume a slow trickle is achieved by barely rotating the charging handle. When I charged it the powder was backed up in the drop tube approximately 3/8 ".
 
Throw your charge in a pan and then trickle it through a drop tube and tap the case a few times during the fill if necessary.
 
I use a 6" drop tube and "spiral" pour the powder. 28.8 comes up about 1/3 the neck.
 
The cases will be slightly bigger after they are fired a couple of times. (I usually fire one case, neck sizing only, with stout loads,until its "headspace" stabilizes, and then bump from that dimension, no more than a thousandth. Nowadays, before I measure a fired case, I reseat the fired primer with some force, with my hand tool,to get any potential crater or protrusion out of the way.)

On the technique for the measure....carefully approach the point where you will start to see a small trickle of powder falling in the clear drop tube (longest available, with smallest ID) when you see the powder start, reverse the handle just far enough to stop it, and then repeat this as many times as it takes to empty the measure cavity. The long tube is about 40% and the slow, intermittent pour the rest. It may take five or so of the little partial drops. Also, I would set the seating depth to marks on the bullet that are about half as long as wide, and try 28.5. You may be pleasantly surprised. Let us know what happens. You can grasp the bullet of the loaded round in a wad of 0000 steel wool, and apply some pressure as you turn the round a couple of times. This will leave harmless fine scratches around the bullet, that make rifling marks very easy to see, and will not cause any accuracy problems.
 
If your cases have not been FIREFormed at least 2 firings you will never get 29 grains in them.Fill them to the bottom of the neck and fire once repeat process [they will take a little more powder this time] And the third time start around 28 to 28.5 and work up.
 
As other have mentioned your cases are about 75% capacity, it take a couple of firings to get them to where they need to be. With your powder the way you drop it into the case will determine how high up in the case the level is. With that said SLOW DOWN drop the handle slowly letting the powder drop for a few counts. (I usually count 1,2,3, as I drop the handle.) You may want to get a longer drop tube, as I use a 10 inch tube. Just remember 29 gr is a hot load, and yes 30 gr will fit into the case, but is it really where you need to be? Vitavori is a great powder, and you will find that you want to use hot loads on cold, wet days, and back off of nicer days.
