Picture was pulled from their website, and they state the lot code is 200130 (post 2021 labels) in this example. What does the AR01310 mean, if anything. Is it part of the lot code, or is just the 200130 the entire lot code.

I purchased 4 one # bottles of the same powder, and the ARxxxxx numbers are different on each bottle, but the "200130" is the same on all 4 bottles??

The "200130" is the lot code. So, your 4 bottles are of the same lot. The ARxxxxx is just a unique bottle number for the lot.

Under EU regulations, powder manufacturers must give each container a unique designation and importers and retailers keep notes of them on sales. So in theory, if a bottle is recovered during a police search or similar and there is a suspicion of ammunition loading taking place for criminal purposes, that container can be traced back through the supply chain and the purchaser identified. This also applies to any powder imported into the EU, so Hodgdon and Alliant powders bottled in the USA are also progressively numbered if they're likely to be exported to an EU country.

Has it ever been used and helped in making an arrest? I doubt it very much - yet another useless EU regulation (of the tens of thousands) that is a solution seeking a problem and just adds costs and bureaucracy to business.
