Unknown cartridge drawing measure

You are all close, but-

The .200 is telling you how far forward of zero (the bolt face or base of the cartridge) to go to take the diameter measurement.

On this particular drawing, it is superfluous because the cartridge has no taper. On a print for a cartridge or chamber that has taper on the body, it is very important where you take the major and minor diameter measurements to establish the taper

SAAMI typically uses .200 forward of the bolt face for the major diameter. CIP is all over the place.
