Of more importance, is why do these departments exist? Government growth is like cancer. Rest assured that what they're doing is not in your best interest, unless you embrace the liberal agenda of more government, less liberty, and socialism.
 
They will try to explain to you that it is for practice or qualification...As a long time instructor I can tell you that most ranges do not allow the use of anything other than fragile jacketed bullets for safety concerns, not duty ammo. There is a special section of the course for duty ammo at the end of the classes. It's generally in the area of 500 rounds total, 50 of which are duty carry ammo.

I have some experience working with law enforcement divisions in most of the agencies listed. If you research the number of law enforcement personnel on payroll for these agencies and do the math the amount of ammunition they purchase isn't entirely unreasonable. There are probably somewhere near 2300 US Postal Inspectors on payroll and their responsibilities extend well beyond the crime of reusing cancelled stamps.
I'd suggest we avoid raising the hackles among the shooting sports by supporting rumors that, with adequate research, are often found to be without merit.

That is why I wondered. I had not idea of Postal Inspectors who may carry firearms, and I have no problem with that. How about the Department of Education - any ideas?

The government keeps lots of bullets on hand but as these bullets expire what do they do with them. they used to be sold as surplus. The military has never been able to shoot up all its ammo so the sell it as surplus. Do these law enforcement agencies really shoot up all there ammo? I have yet to meat a cop who used his gun like he had practiced that year. qualifications for law enforcement is even laxer. Had a sharif come shoot a wonder dear that was hit by a truck. he could not hit the thing even though it was at his feet!!
 
For the record, military ammo NEVER goes bad and they do not sell to public. They are shipped and stored in containers that protect them from the environment. Unless there is a malfunction in a particular lot, or excessive misfires, the ammo stays in service. The surplus you speak of is actually overruns. The military branches order x amount from Lake City, Olin, etc. It some cases it is cheaper for them to manufacturer a larger quantity to take advantage of bulk component buys. The excess rounds are then sold to the public by the manufacturer as surplus.

Hope the helps to explain how the DoD agencies procure ammo. As far as the quantities, the agencies buying them are not included in the DoD budget process and are apparently not required to follow the same legal requirements to get the authorizations needed to buy them. Like the DoD has to justify their requirements using past expenditures, for example, to get the funding. What has the other agencies used and who has oversight of them?
 
Everything has a shelf life. Even mercury based corrosive primers have a life span limit. I have a can of 30cal surplus that dated 1954 and one in three rounds are duds. I use the brass.

Your ammo was not properly stored. I have lots of 50's ammo and have not had a dud yet. We do not even need to talk about the tens of thousands of chicom m43 that has been burnt in my AK's. I really miss the days of a case of 1440 shipped for less than a hundo.

It is news to me the usps had cops. Seems like a lot of overlap in law enforcement.
 
Why does the USPS need all this ammo... I'll tell ya why... Squirrels, That's right you heard it, SQUIRRELS. They're always trying to KO the postal worker with guided acorn bombs. It's about time the USPS defended their workers. Option #2 is that the USPS has finally had enough and is going POSTAL on us all.......
 
Where I hunt at is Avon Park Bombing range. Last year they were having a training mission. They were un loading (Two) trailer of ammunition. The base Commander told me they used it all. A friend who makes ammunition told me he made 15 million 5.65 mm round for some government agency. I think we have no idea how much the government uses. Larry

Granted you need the tin foil hat to read his stuff, but he is right far more than he is wrong. Our gov can not be trusted as far as we can throw them. And with our bad back we should not be throwing anyone. Lol even a movie ref.
 
All I know is I had some bullets mailed USPS Priority 2-Day and it has been in transit for 5 days. It has been through the same processing facility in North Houston TWICE! I'm ready for that department to die.

I agree. I was a range master for US Customs. 650 officers shooting 4 times a year, min of 150 rds each time. That was for one port in the US. There were 8,000 officers at that time, and that was before DHS was formed. Also, these are 'pre-purchase' requests. Means they ask the companies "can you provide xxxx rds within one year of order date?" They are not ordering anything at that time.
