Am I understanding correctly that a tuner is not only used to tune the barrel to the load but to also re-tune for varying atmospheric conditions as well on a given day ?
 
Yes. Tune load with tuner on just like you would with no tuner. Then adjust the tuner as needed if the load is out of tune. Ideally, you would want to tune at where you would compete

Small movements with the Ezell tuner makes significant changes. Ymmv. Here is a test I did with a barrel I bought that already had a Woolum tuner in it.
 
Thanks ccrider & R.Morehouse for the confirmation. I am just getting my feet wet with the tuner/brake and beginning to see exactly how valuable one really can be. Just wanted to try and get the feeling of making some progress without sounding like I just feel off the tater truck at the last bend.
