Too much sizing of 22 hornet's neck?

I'm helping a newbie reload his 22 hornet using Lee dies I bought 15 yrs ago...used. the neck is being sized .008 smaller than loaded neck and too many necks are being collapsed/crushed when seating bullets. If I run a 22 cal expander thru the neck then seat a bullet the expansion is .002 and all is well. Has hornet brass gotten thicker? His is rem but same problem with other brands. He is ordering a Lee collet die so he can size the necks .001- .002 smaller than loaded. Anybody have this experience with Lee FL die? Other options? Thanks.

Hornet necks are ~0.008" to 0.009".

It is probably the Lee dies (Gag :().
 
It is the Lee expander section of the recapping stem. It is .004 less in diameter than the .22 cal neck expanding mandrel. We ran them over the mandrel and bullets seat nicely. Loaded neck is still .003 greater but no crushing necks. He plans on buying new dies...?rcbs. Thanks.
