Tight neck to no turn neck

I have a 20 vartarg with an extremely tight neck, I"ve trimmed the brass down to.009 to get it to chamber and I will need to go thinner for bullet release clearance. How hard a procedure is it to open up the neck to the more normal .232? I don't mind neck turning, but going that thin, I have the feeling the brass is going to be a bit delicate. My orginal gunsmith is out of business, and this was a barreled action in the back of the safe for a long time before I knew my problem. If it can be fixed, I"d like to get the little gun up and shooting. thanks.
 
Before going any further...do you know for sure what neck diameter the chamber is now?

People will cringe but I successfully use chucking reamers. I set the barrel up with zero runout in the neck then touch with the reamer and feed in a predetermined distance. For those who are skeptical it is impossible to force the reamer off center. A quick polish at the neck shoulder junction and I'm done.

I started with an unturned case, and kept trimming the neck in .001 increments until I could get it to chamber. I did not cast the chamber, but if it is not tight, what else would cause it to do that?
 
I bought a pre chambered barrel for an F Class gun. The neck was so tight I had to neck turn a bunch. I needed to lengthen the throat anyhow, so I got a Pacific Tool and Gauge neck/throat reamer. Took care of both problems at the same time.
