Are there laws surrounding breeding of deer in high fences? Can they be legally released into the wild? For a fee? Just wondering if rich guys attempt to improve the genetics of their deer herd with transplants.
Completely legal. High fence deer are subject to all state laws. Breeding is very organized. Deer get out regularly along with exotics. It’s nothing to be driving through the hill country and see a Thompson gazelle or black buck in a wheat field.
Last year a guy I know took his boys out on the last youth only weekend to kill a couple does. Out walks a young red stag and elk that had been roaming together. Dropped both of them
Sadly, atleast where I’m from, improving genetics is extremely difficult without large plots of land.

I was jogging one time outside of Boerne. Looked over and a Gemsbok was running with me on the other side of a high fence. I stopped and fed him grass. He ate a few times out of my hand and then tried to gore me with his 4 foot antlers. Never trust a Gemsbok in Texas.
Sounds like he had a reason to be pissed off
