What is meant by sleeved action? Is it for a worn out action or to correct a problem
 
I'm not a gunsmith, but sleeving an action is fitting a metal sleeve around an existing action to add stiffness. I don't know if it is still done. I remember reading about them back in the 90's. A sleeved Remington 700 action was common on short range benchrest rifles.

Davidson Mfg. was a major source for action sleeves (they still make loading ramps, barrel vises, and action wrenches). They were epoxied to the action and to be legal had to have a view port milled to show the gun S/N.
