Sizing issue with Type S die

I'm just trying to full length size my once fired cases with a .292" bushing. With the die touching the #3 RCBS shell holder in my Rockchucker it's not resizing the neck, the neck OD is .297". Is this normal? Do you think I need a different shell holder?

No.

Have you adjusted the stem in the die per the instructions to where it stops and touches the bushing and then back it off the required amount in the instructions?

And specifically which “type s” die do you have? There are more than one.

Yes. The seems to be enough room but it doesn't size it down. The bushing is the correct size and won't go over the case neck when I test it by hand. Very strange.
 
Are you getting the ring below the bushing contact area on the neck? I get it with 223 and am not a fan of the Redding Type S die. I seem to get the same with 6bra but that longer neck I use a mandrel any way.
You could invert the bushing in the die and see if you get more neck grip.
