Single Bar Base for Panda Rings

Who makes a single bar scope base that:

1. Accepts Kelbly "Panda" rings
2. Pre-drilled for Remington SA
3. 20 MOA
4. Aluminum
5. Bead blasted (silver) finish.

I have the two piece Davidson 20 MOA bases which accepts Kelbly/Panda Rings but the Single Bar Davidson base is not pre-drilled.
