If on a Remington, RR means 11/97.

So would before or after that date mean built

My apologies. If RR is on the barrel in front of the receiver, it would normally represent the date of assembly - 11/97. However, the R for the year is reused in various years and can mean anything from 1924, 1968, 1997 and 2023. If it is on the receiver as the prefix to the serial number, RR means CNC machined action. 2013 - 2024 or so, very roughly, not necessarily a date. Remington plays a little fast and loose with some rifle serial numbers on particular runs. Best to call Remington if you require an actual date, but be prepared...Remington's numbers can be a bit imprecise.
