The original owner reached back out to me believes it came from Leonard Baity from Wilkesboro, NC

The barrel has about 250 rounds through it.

Is the action short or long 700??. Probably long since magnum??

The 300 WSM is a rebated rim, short-action round that fits 308-length rifle actions. It gets the necessary powder volume to make up for its shorter length via the fatter diameter body of its non-belted, 404 Jeffery-based parent case. Overall length of about 2.86 inches

While the 300 WSM is considered a short action round many rifles have been built using long actions.
Looking at the pics the bolt and ejection port look longer than a short action.
By measuring the action screw spacing on the bottom will tell for sure.
Short action is around 6.4375" and long 7.375".

It is a long action, length of the chamber opening is 82 mm or 3.23 in and the length between the furthest action screws is 187.5 mm or 7.38 in

Do you know if when the action was bluprinted, were the barrel threads enlarged the common 0.010"?
