Sorry for being late in response. This problem is probably why the rest has been sitting. If you get a short strap wrench, you will be able to realign the shafts without further damage. Tape might help if the strap wrench spins and doesn’t grab the shaft. There isn’t much clearance between the body and post, it will not take much of a bur to bind the rest body up. The gears might be binding up on the shaft, because of the miss alignment. If you try moving the body much you many just cause further damage. All parts can be made if you have something that can not be saved because it has to much damage.
The first thing I would do is to realign the post. If you have a long enough thin steel ruler, lay it across both posts at the base of the gap between teeth. That will give you a better idea of how both posts sit. Then you can use the strap wrench to twist the post until the ruler sit flat across the gap at the bottom between two gear teeth. I would be hesitant too use a file, you might nick things up.
If you are not comfortable fixing it, I will work with you on fixing it. It might be a little while before I can get to it. Unless I look at it and it 30 minute fix.
