Scope ring and rail torque

Can someone give me a good parameter for torque settings for a aluminum rail on a Bat action with Kelbly rings. I know the settings for the rings themselves but not from the ring bottoms to the rail or from the rail to the receiver. Also, what is your opinion on thread locker? Thanks for the help.
 
I also do not believe in using Locktite, not even the "blue", and certainly not the "red".

I torque my Burris Signature rings to 15 inch pounds and the base mount cross-bolt screws to approx. 24 using the Borka tool. Have never had a problem.
