Scope mounting issue on Winchester model 70

Hello,
I recently got an older post '64 Winchester model 70 that was used in high power competition. It has a cutout in the action for clip feeding. It had some weaver style scope mounts on it, and the front scope mount appears fine, however the rear mount is not on straight. It appears someone modified the mount to compensate for the reduced area left by the cutout, but it is on at an angle, so scopes won't mount straightly.
Can I buy a one piece mount and just use one screw on the back? Or should I have someone drill an offset hole into it for the off center screw?

If it is a M70 Target action, with factory clip slot, it uses the base for the 300 H&H mag action. They are all standard length actions with different mount hole spacing.
If it is a push-feed short action, someone cut the slot in it, but standard SA mounts should fit, unless they hacked it up.

Push feed and pre 64 target actions were standard length with the bridge extended forward to accomodate the clip slot. The base (49A) is for the target/300 H&H, but the holes in the base dont jive with what you have there. The proper rear base for a short action is a 47.
Yours appears to be a short action that has been clip slotted, and an extra hole was put there (off center) to hold the base. What is the length of your stripped bolt? If you can tell me that dimension we can nail it down better.
I haven't messed with Winchesters for years, my memory is a little foggy!
 
Try a one piece picatinney base from EGW. They are aluminum but very well made and affordable. I have two push-feed Winchesters for Long Range Comp. and both use these bases (20 moa, available in 0 moa as well).
Using only one rear screw should be find, especially if you glass bed the base to the action. As opposed to gluing the base to the action which I do not.
 
Is the present base angled such that it’s more than self aligning Burris Signature series rings can handle?
 
Update:
I didn't strip the bolt, however, the bolt is body is over 6".
There is a spacer that makes the mag well 308 win length.

I removed the rear mount and repositioned it such that it seems to fit better. Attached is a pic.
I did find that the safety also does not move. There is a Jewell trigger installed. What modifications will be required to allow it to work?
