scope for low light conditions

Burris or Bushnell with a 50mm bell. Or scour the classifieds and find a $600 - $800 scope, Zeiss Conquest, Leupold VX, etc for your price. Some of the Chinese optics aren't bad in that price range....
 
Low light levels for a hunting scope are challenging.

As @JEFFPPC mentioned, illumination really helps.

Short of that, the brightest scope that I have is a Sightron 4-12X40 SI.

Lately (a few years now) I've been hooked on Crimson Trace scopes.
Good glass! Smooth, reliable operation. Good fit and finish.
And within your budget.
