Scope base bedding question

I read through the bedding process on Murphy Precision, and I have a question about screw tightening.

After tightening the middle two screws until they just start to tighten down, do you tighten the outer screws the same way, or until they just begin to thread into the holes, and then stop?
 
Outer screws just to where they touch the base but not tight at all. I’d lean towards loose rather than the slightest bit too tight. It takes a very little amount of force to flex a base.

Okay, so tighten the outer screws until the screw heads barely make contact with the base.
 
I run a level across each base if 2 piece and then across both ends together to make sure there's no tilt in them. With a 1 piece I run the level down the length .
