Scatter Node Question?

When doing OCW load development, is a "scatter node" a group that opens up, or a group where the POI changes more from the powder increment before and after it?

From my last several load work ups, both. Group or groups are bigger and POI is changed. Then it tightens back up and gets POI back to group ahead and behind
