I've lately tested the free Lapua Ballistics program.
First against my dropcharts/ logbook and now with live firing. It is scary accurate and one of few practical programs I've tested.
In the film I link to you'll get an overview of the program, you'll see the speed which it operates (I already know the range having shot at this location so much) and you'll see an example of the accuracy possible with it.
It is locked to Lapua bullets but these are doppler measured and this is the reason for the fantastic accuracy. I would suggest comparing the bullet data found in Bryan Litz's book and see if you can get close enough. The program is after all free.
And NO, Lapua target bullets will not expand in game - they pencil through.
