Yes, it is a scam. I spoke to Powder Valley and they are aware of the site, but have no recourse. The scam site even uses PV's logo and shows their phone number.

There is recourse. The IP is Google domestic US. You have to hire an attorney and send a cease and desist to the hosting ISP. Google is actually very cooperative in this regard and might even take the site down if Powder Valley requests. You can also have legal contact IANA and get it deregistered.
