Savage Model 10 .223 Accuracy Inconsistency at 300 Yards

Model 10, .223 Remington, factory barrel, Leupold VX3 6.5-20, scope known to be accurate, 52 gr Speer match bullet, H335 powder, not a hot load. Lapua 1X brass, full sized. Load developed by testing length seating of bullet. At 100 yards, it grouped at approximately .3" Load was FPS measured by chronograph. Scope base and rings torqued to specs. Kestrel w/ Applied ballistics app used. At 300 one MOA adjustment moved POI about seven inches instead of 3".

Any input would be appreciated. I'm thinking maybe a scope tracking test may be needed.

That indicates a scope issue on it's face.
What is your group at 300 yds, ignoring any scope adjustments?
In other words, when you shoot a group at 300, what is the size? Ignoring POI and POA.
I need to shoot a group.

Spoke to a buddy a while back on a similar subject. This is some what known on Savages, barrel face may not be square and crown may not be as good as it should. He did some work to a fellows and the Savage factory barrel shot as good as a well known barrel on another rifle.

You need to shoot a group at 300. I have seen slow light weight bullets (52-55gr) shoot bug holes at 100-200 then bleed off enough speed to corkscrew into a pattern, not a group, at any longer distances.
