Bill Lauze in Whitefield New Hampshire, aka SAWS Manufacturing, my friend Gus Norcross did an article on one of his builds in Shotgun News online version entitled Out of the White Mountains Savage Sniper Rifle, he is very good, and then there is Larry Racine, aka LPR Gunsmithing. They are both very good at what they do.

Ken Breda Oakhurst calif. Ken builds great rifles on savage actions. He has all the special tooling ect. I have had savage rifles built by a couple national savage gurus but Kens savage rifles shoot better. Fast turn around times also

Don't overlook Bob Green. He's on the list and is one helluva a Gunsmith. He is highly recommended by Benchrest and long distance shooter up east.
