Savage 99C .308 Win, problem cycling rounds in mag

I have a Savage 99C in .308. I have an issues with the gun I could use some help on. This model has the detachable box magazine. 150 gr Federal factory load will not cycle out of both sides of the magazine it will only cycle the shells on the left side of the magazine. I have two magazines and they both have the same issue. Any ideas!

I have a friend that wanted me to get his Winchester 88 to cycle. He had some reloads another guy made and they were to the book and well made but would not cycle. He also had some Winchester Factory ammo that would work in his gun. So i went to measuring the different ammo and determined that factory ammo was shorter than the book OAL of the reloads. I made some that were the same length as the Winchester factory and they worked. I know this is a Savage and I worked on a Winchester but they are similar lever action rifles. If you have any ammo they will work try measuring it and see if it is different in length than the ammo that won't feed. good luck!!
 
Kind of reading between the lines, I'm reading that the bolt will not push the right top cartridge into the chamber, only when the cartridge is on the left side. Right hand cartridge position too low?? Why? something amiss with the magazine feed lips? Something a little out of tolerance with the bolt? Let us know what you find, Also, not a bad idea to see if cartridges are a bit "fat".
