Savage 223 RBLP quandry

I bedded a friend's Savage Model 12 RBLP 223. Beautiful rifle and the skim bedding went like a dream - great fill and mirror finish on the bedding, a slight relief on the sides of the recoil lug and also in front of the lug. I was VERY impressed with the fit and finish of the new Savage and the HS precision stock although the factory fit of the aluminum bedding block was kind of loose.

Gun shoots lights out but has developed a strange habit. It is shooting 5 shot "one hole" groups at 200 yards from the bench, but the group has two separate one hole groups within the 5 shots,i.e. 3 shots in one tight hole and 2 in another tight hole about 1" away). This seems to be a rather routine thing for this gun.

He has changed scopes with no change in the guns groups and has changed bullets and powder - still two groups of one hole sizes within each 5 shot sequence.

My request is - why? I have not shot it yet, but at first I thought is was the scope, but that did not help.
 
Are the groups sequential? In other words does it shoot one group then move to the other or are they intermixed?
 
I had the same problem with a Savage 10FP with factory barrel chambered in 260 rem. This was in an aftermarket laminated stock that had been skim-bedded by Fred Moreo, "Mr. Savage". I tried re-torquing and a bunch of things.

Eventually screwed on a PacNor pre-fit SuperMatch. End of problem. Period. No more split groups.

I know this isn't very scientific, but I think something was happening to my barrel as it heated--I know I would also see the POI walk as the barrel heated. Again, this issue vanished when the PacNor went on.
