Satterlee and tuner

If I run a Satterlee test find the velocity plateau and load to the middle
Then use a barrel tuner totune rifle to load
Is this a good way for load development?

IME, yes. I'd learn the tuner's characteristics at shorter range, just to minimize variables, namely wind. What you learn about the tuner at 100 will carry out to distance.

Yes, your tuner will not correct a bad load, so tune your load as best you can, then use the tuner to keep it shooting dots while temps and conditions change.

Also use the tuner when you want to shoot a factory hunting load. Keep track of settings and it's easy to return to your previous tuned load for target.
