Sako L461 Question

I have the chance to purchase a Sako L461 action. The action is brand new and beautiful. 223 bolt face, trigger, floor plate---Everything.

Is $400 a little too high

I have done some research and I cannot find where Sako even offered this action for sale. As far as I know they only came as complete rifles. Am I mistaken?
