I am not an attorney and from what I read it appears to be a nice range that has been non-profitable for a number of years with some deficiencies that the county no longer wishes to be liable for but wants someone else to write a recipe for success and accept all responsibility for it with the only ownership is the profits they can make from it. The on site report offers many suggestions and appears concise. I wish them the best of luck because we need more safe shooting ranges.
