I think wetsanding with 180/220/320 grit wet/dry paper lubed with WD-40 would get you back to a smooth "brushed stainless" look. If you want polished, go up to 600/1000 grit then hit the buffer.

The best way is to remove it with a buffer charged with the right grit compound, but using strips of crocus paper in a shoe shine fashion works as well with the bolt locked tight in a vise......
I doubt JB would do the job inside of a year :D

I agree: that jeweling is a texture in the first few .0001" of the bolt surface. Removing it HAS to remove some significant amount of metal. Doing it evenly, so as not to reduce the overall diameter of the bolt to different amounts at different points, is going to require some machine time.

If it ain't broke, why bother "fixing" it?

thanks for the reply guys.
The reason that I want to remove the jeweling is because I am building it into a tactical rifle
