I believe that is a Receiver sleeve.

That is an action sleeve. After the completion of all work on an action body, the action is typically epoxied into the sleeve.

It also has the advantage of an integral scope ring base.

In the early days of BR, these were common to stiffen the receiver assy. I still have a couple rifles with these. Worth a hundred bucks, at least, to me; if you want to sell.
