remington 700 problems

In the states LRI offers a service to time your primary extraction, and TIG weld your bolt handle back on. This may not help with your location but allow you to see part of the process. YouTube may help you also. TIG welding the handle by itself will not solve your primary extraction problems. It is a part of the steps to the solution.

The problem is that I'm in Argentina and I can't ship my rifle there. I saw the video I posted above and have access to a TIG welder. I wouldn't want to damage the rifle. I assume it's not a critical part of the receiver. Since I don't have anyone who can move the bolt handle (silver solder), I thought about filling the receiver ramp to compensate for the distance.
Would that be a good idea?

Always modify the cheap part. In this case, the bolt handle. You can build up the extraction cam portion of the handle by tig welding on this surface, Use a threaded plug and a clamp to ensure the bolt handle stays in place. While not the perfect solution, I think this would be better than building up the ramp on the receiver. WH

No. This is not a simple operation and the receiver isn’t something you want to modify, especially by welding. This is the reason the bolt itself is addressed. Of course you may have the abilities to do this work, but it typically requires much more skill than the average guy can tackle.

My gunsmith in Miami is Argentinian and could fix the bolt for you. If you can send it to him legally, I don't know, but perhaps a friend travelling to Miami could bring it for you. It needs to be declared and put with checked in luggage.

No tengo esa posibilidad.

The plug threads in place of the bolt sleeve. It acts as a heat sink and prevents any distortion of the bolt body from the heat of welding. The clamp is to hold the handle in place, just in case the silver solder melts. Not an ideal repair, but a serviceable one. WH
