Redding Powder Measure

I recently saw on ebay a Redding powder measure #4 that looked interesting, but I haven't been able to find information on them. Is anyone familiar with how they work and are they accurate?

The #4 was a scale, not a measure - long discontinued.
 
It says standard powder measure model #4. Interested in that I don't recall ever seeing this type Redding powder measure before now.

I found it (or one like it).

It is from the 40's and a measure that attempted to get around the Belding & Mull "Visible Powder Measure" patents.
