A new slug should be able to be seated in a fired case before resizing. If not then the case needs to be reamed. If it does go in then the case needs outside turned to make it concentric, after resizing. The donut is at the junction of the neck/shoulder. If your reamer is moving or altering the case dimensions then I would say that you either need a new sharper reamer or check your process.
