Re-Neck turning question

I have 160 pieces of 284 brass that I have found to have a little bit thicker neck thickness than the other 340 pieces that I turned. Just confirm that this process sounds right to go back through and clean up the ramianing necks:
De-cap
Clean
Anneal
F/L Resize
Run through expander
Clean the necks up.

What type of FL size die will be used, one with or without a neck bushing?

Without and I removed the expander ball. I'll run it through my neck die after I turn them
