R700 trigger snag

I bought an older model Remington 700 Trigger from the classifieds that was advertised as "hand honed" with an approximate 16 oz pull. I thought perfect for a build I was on. Got to the part were I installed the trigger and the pull weight is right at four pounds. Not my first trigger install but I must have done something wrong, but what??. Put a Timney in and adjusted to 24 ounces and has no "cock on closing" ( a first I might add, like it a lot). Sooo.............what did I do wrong and what do I need to check. Pretty disappointed in trigger. I look forward to your suggestions.

No I have not. I put the trigger in another action I had laying around and it is still a three pound 12 ounce trigger. I plan to readjust. If it's a 16 ounce trigger,
I should have no problems adjusting it.
 
Did the seller say he had it already adjusted to 16 Once or that it was a model that adjusts to that ?
Probably left it as is, and figured you would adjust it down, after installing. Just saying.
 
1 pound is well below the design limits of that trigger. I know some folks get them down there and below, but they are not 100% consistent and reliable when set that light. Check the weight of pull spring and screw. Crud/rust in there will cause all kinds of problems.

It needs a 3lever conversion to get that for sure
