I'm not going to claim any expertise on this one, but according to the "R" designation you have mentioned, that alone would suggest the powder in question would be made by Alliant. But presently, there is no information on their website that would suggest "R33" is in their inventory, nor is it showing as something in the works. That's not to say it might not be forthcoming, just that they aren't willing to let the "cat out of the bag" at this time. You might consider sending an email to Alliant and asking them direct if they are coming out with such a product. Just my thoughts.
