Question about correct size bushing for 7PRCW sizer die

I am sure this has been answered elsewhere but I could not find an exact answer to my specific question.
I have a 6.5-7PRCW chamber reamed by Alex Wheeler's .319 neck reamer. I have not fired a shot yet though it.
What size bushing should I buy for my sizer die to have about 2 or 3 thou neck tension. Is it as simple of a calculation as subtracting .002 or .003 from 0.319"?

You need to measure the neck diameter of a loaded round and subtract .002-.003 from that measurement to determine the bushing size.

I purchased supplies and dies for 7/6.5 PRCW in advance of receiving a barrel. I seated a Berger 180 HT into a virgin ADG case and measured a diameter of .313. Based on that measurement, I purchased a .310 bushing. I might have to drop it down to .309 after the cases have been fired.
