Proper Markings for Powder Shipments

This is one of those good news, bad news things. I scored 8 pounds of H4831...Unfortunately, Brownells shipped it labeled "EXPOSIVES". As you might imagine this caused a stir at my local UPS store. I contacted Brownells and asked if the package was incorrectly labeled and they said it should have simply had a Hazardous Materials label. I'm waiting on a call from Brownells at this time. Looking at the USDOT labels...it actually looks like its labled correctly.

2 thoughts here could S.Cal be the problem or like once I had to show a UPS supervisor on there own website you do not need to ship rifles FFL to FFL

I have posted about this many times in the past when it comes to sending shipment out. UPS store personnel are not DOT hazmat trained they cannot touch hazmat packages should never have been dropped off there.
Has nothing to do with the proper markings and labelings for shipment and everything to do with training in accordance with 49 CFR 172 Subpart H

I hear coffee is now considered “hazardous” in Cali, so I bet they just upped powder on the chart. Don’t tell them that flour, with the right air mixture, is explosive.
I would think a pic of the state of California would suffice as
the standard label for all haz !! I laugh at their Prop 65 generic
label......Caution.....the State of California has determined that
California is bad for your health.

Other then that.....The last jug of powder that came in had the
explosives label on the box. Box itself was printed as same. Label
and box reads.....

Powder, Smokeless 1.4 Explosive C 1
 
@gunnermhr, I get that this is an incoming shipment but all I have to go on here is the original post. I don't know how it ended up at the UPS Store, but apparently it did, at least that is how the post reads, so the issue is that a HAZMAT shipment ended up at the UPS store.

Gunpowder is classified as a 1.* Explosive (there is a way to ship it as a 4.1 Flammable Solid, but it's uncommon to see it that way).

The fact that it said "Explosive" on the package is probably what excited the UPS store employees, though it would have been just as incorrect for them to have received a Limited Quantity shipment with nail polish remover.

Shouldn’t it be a limited quantity sticker
 
The LQ is really only applicable for the stuff we use in reloading as it referrs to loaded ammo. Gunpowder and primers are classed as a 1.4 Explosive and there is no LQ exception for powder.
 
I'm a little weary of all the California bashing....when Putin is appointed California Governor "we'll" remember you spoke ill of us. :) I need to go in and make nice nice with my UPS store folks...make sure I get the rest of my stuff in the future.

@Migolito , the issue here is that UPS stores can not legally handle any hazmat shipments because The UPS Store employees are not hazmat employees. They would become so if they were to handle any hazmat shipments, and if they were then their employer would be responsible for complying with the training requirements that I referenced above as it applies to all hazmat employees.

The UPS Store as a company is not the same as UPS. UPS has brown uniforms and trucks and their employees are trained. The UPS Store has a blue sign wears blue shirts and they are not trained. The problem for places like the UPS Store is that they would have to train every employee, and because it is a recurring training, and there are record keeping requirements they would have to create a program to maintain the training current and keep the records. It's a bigger hassle than it's worth.

*The term hazmat employee is defined in the DOT regulations, it's longand wordy, but it captures pretty much anyone who touches a HAZMAT shipment. Hazmat employee
 
My knowledge of HazMat stuff is about on par with my knowledge of the opposite gender. Which is to say I believe I know enough...but even that is wrong.

My understanding is the above applies to Shippers, transporters, and those who Package for shipping. Not those who receive...like UPS stores and the consumer.

Either way, I'm making nice nice with my local blue shirted UPS folks(non of them actually have blue shirts)
