Problems with Hornady Shell Plate #23

I just started to reload some 7.62x54R rounds and am having a problem with the #23 shell plate. No matter what I do it sticks and I can barely get a case underneath the plate unless I loosen the bolt so much that that plate actually wobbles. I have about 15 other caliber shell plates that work just fine so I'm thinking the plate itself is defective. Anyone else here have this problem with the #23 plate from Hornady? I contacted Hornady and am waiting for a response, just wanted to see if anyone else experienced this.

BTW, I am using the Hornady LNL AP press
 
Never had that problem. My method is to tighten the bolt until the plate won't move and then loosen it until it just moves smoothly. I did have an issue where the bolt loosened, so I applied blue (?) Lok-Tite so it wouldn't move. They residual still on the bolt has prevented any movement after several years of frequent caliber changes.
Assume you have felt the shell plate and base for burrs or such?
Assume you have applied grease to shell plate?
Call Hornady.
 
Rims of all calibers have to go under the plate, at least all of the ones I have do. I took the plate off and cleaned off the grease and base plate and put the plate back on and now it will rotate from station to station but when the cases get to where they are ejected into the tray, they get stuck on that little piece that kicks them out. I have to physically grab the case and pull it off. I tried other caliber plates and cases and they do not do this.

Hornady has been contacted but I'll have to wait until Monday to see what they say.
 
CIP says case rim should be a tad less than .063" (1.6mm, or 0.06299") (with a -.

Should give you a baseline to measure cases and shell plate relief.
