Problem sizing 243

I've been getting a clicky bolt since the second firing on Lapua brass and no matter how light the loads it always clicks on extraction. The brass is also tight in the chamber near the case head when pushing a sized and loaded round in the chamber. Right near the end when loading you can feel the case base jam into the chamber before closing the bolt. Both fired and sized pieces of brass measure .469 at the base of the case where tight spot is. Saami minimum is .471 at this dimension. Will a 308 small base die size this dimension down further to fix this issue? I need to be able to run the bolt fast on this rifle and the catch during chambering and extraction makes it impossible to do so.
 
Sizer die hitting the shell plate? may have to turn it an 1/8 turn more so the press cams over. Just a thought as I don't know your set up. Later,

I've got a headspace gauge and bump shoulders .002
 
The Lapua .243 brass is bigger at the base/web area then domestic .243 brass. A ring die, small base die. I have a .45 acp die that my buddy Ggmac opened it up from the top end a few thousandths down the length about half way to do the job. It work great, no need to lube.
