powder fill ratio in cases

In loading data when they say 100% fill do they mean up to the top of the neck or top of shoulder of the case? I am asking for the reason that I have received from Berger bullet some loading data and 2 of them strikes me the most in saying first one they say 104.6% and the second one 107.5% if it is to the top of the case how do you get all that powder in there?

If you use quick load the,A)bullet is calculated at a certian seated depth. This takes up a portion of the total H2O,B)case capacity.,B)-,A)= 100 percent calculated case capacity. Anything listed over 100 percent will be a compressed load.

Use a drop tube and pour slowly.

You can also "vibrate" loaded cases before seating bullets in them.

I use the plastic inserts factory ammo comes in to hold my cases while I'm loading. When I have a batch charged up, I take a small piece of plexiglass & hold it over the case mouths while I have the insert in my hand, then touch it to a vibrating tumbler for 15 - 20 seconds.

You want the case necks covered TIGHT but you can still watch the powder being shaken,not stirred) into a denser load if the plex isn't too scratched up.
