powder charge question

I load 31.8gr of powder in my 22 br with a 60gr bullet. A case full of the powder is 35grains. Another 22 cal cartridge I am working with has a case capacity of 32.7 gr of the same powder.

Should I drop the charge of powder in the wildcat cartridge the 2.3 gr. difference in capacities as a start ,or go a bit lower and work my way up?
 
Start low and only load a few at a time. It's a real pain to take anything for granted and end up with a bunch of loaded ammo that is to hot and have to pull the bullets. I've made that mistake more than once.
