powder burn rates

what is happening with powders, where some burn 'faster' than others, and 'slower' powders are said to work better with larger calibers. why is a slower rate desireable in some cases? if the difference in bullet speed inside the barrel is measured in miliseconds, how does one work better than another. is it all about 'chasing' that node in the ellipse of barrel movement?
 
Here's a paper that describes the benefits of slow powder burn rates. It talks about the 6 Comp. Match but it is generally applicable.

Good read but, be aware that powders that are in the same BURN RATE as H1000, like Norma MRP, N560, and Ramshot Magnum are actually hotter in their Heat of explosion potential and will not gain you that long barrel life. Slow does not mean NOT HOT. just a heads up. Seems that mind set gets tossed around a lot lately, that all slow powders are cool burning. That is not true.
