Please Define 100% Case Capacity

This is a simple question but at the risk of sounding dumb, I'll ask it anyway. Is 100% defined as full up to the body/shoulder junction? Is it defined as full up to the shoulder/neck junction of the case? Is it defined as to where it touches the bottom of the bullet?
 
I've always believed and experienced it as being a powder load that is up to the shoulder/neck junction. JMHO
 
I agree with the first guy.but if you use a drop tube or use the swirling method you can sometimes get more in.thats if you are not getting pressure signs before you get to the shoulder/neck area.just woek up to the 100% area and be safe.WATCHING FOR PRESSURE SIGNS
 
I believe that load density is to the bottom of the bullet. 100% case capacity would be to the top of the neck like when you measure with water.
