Pictures Inside A New Barrel

I'm aware most will ask how this shoots but from what I see inside, I don't think I want to waste powder and primers to find out. It was full of powder fouling when it came and after I got most of that out I saw this. 1st is of the muzzle end. Is that not jacket material past the 1st photo? How can this possibly be a new barrel? Thoughts please? This was supposed to have been a new barrel that came from an online retailer. It's for a short barrel AR.
I'm thinking it's a return that I paid full price for and that doesn't set well with me.
 
Without knowing specifics that's about what a 'budget' barrel looks like. If you paid for a premium barrel I'd be contacting the supplier.

What does the throat area look like?
 
When brand new the barrel is a s rough as it will be till it starts fire cracking. Do some cleaning and 10 -15 shots of beak in and the fowling should subside.
 
Yeah it looks like they recrowned an already fired barrel. It might shoot great but it might have 500 rounds already. That’s pretty shady if they didn’t get your agreement first.

Prove that it won't shoot. Might not be a "hummer" but may suprise you! ; ) My old man has a heavy barreled Savage, with train tracks in it and he can stack bullets on top of each other with it. It just holds a little more copper than a hand lapped tube will. JB bore paste is your friend.
